Особливості реалізації прав осіб з інвалідністю: зарубіжний досвід та напрямки удосконалення

Abstract

Наукова стаття присвячена особливостям реалізації прав осіб з інвалідністю: опрацьовано зарубіжний досвід та окреслено напрями удосконалення. Проаналізовано поняття реалізації прав осіб з інвалідністю в сучасному законодавстві. Розкрито досвід Об’єднаних Арабських Еміратів та Австралії щодо надання електронних державних послуг вразливим верствам населення. Обґрунтовано, що при впровадженні електронного урядування в Україні необхідно враховувати досвід зарубіжних країн для уникнення типових помилок та здобуття для себе найбільш успішних практик. Визначено, що пріоритетом для країн, що були нами досліджені, є запровадження та надання послуг саме вразливим верствам населення. The scientific article is devoted to the peculiarities of the realization of the rights of persons with disabilities: foreign experience and areas of improvement. The concept of realization of the rights of persons with disabilities in modern legislation is highlighted. The experience of the United Arab Emirates and Australia with regard to the needs of vulnerable sections of the population regarding the provision of electronic government services to vulnerable sections of the population is disclosed. It was emphasized that Australia offers ample opportunities for its citizens, workers, public organizations, business segment, government and industry stakeholders to exchange ideas, and involve them in discussion and new proposals for projects and policies in general to help the state. It has been concluded that in the case of non-UAE nationals with disabilities residing in another emirate, certificates must be submitted to prove that he or she is regularly studying in Dubai. In addition, the CDA Dubai App mobile application has been developed through which you can access all community services, including social benefits, human rights complaints, social studies and research, media center, services for senior citizens. Although the UAE does not impress with the number of services that can be obtained electronically, it is undeniable that the priority in the introduction of e-services is to meet the needs of vulnerable segments of the population. It is substantiated that when implementing electronic governance in Ukraine, we need to take into account the experience of foreign countries in order to avoid typical mistakes and acquire the most successful practices for ourselves. The priority for the countries we studied is the introduction and provision of services to vulnerable sections of the population.
