Громадський контроль в умовах сучасних євроінтеграційних процесів

Abstract

Досліджено зміст громадського контролю в контексті перехідного етапу суспільної трансформації, формування громадянського суспільства у сучасних умовах євроінтеграції та глобалізації. Проаналізовано наукові підходи до визначення поняття «громадський контроль» та подано авторську дефініцію цього поняття.

The article examines civilian control content in the context of transition period of society transformation, civil society formation in the globalized world and European integration. Civilian control policy as an efficient instrument to guarantee public balance of social living assumes significant importance at the present stage of political development under the conditions of power decentralization. Civilian control matter considered as an integral part of law enforcement and positive impact on quality of laws and other regulatory legal acts that reflects the process of Ukraine’s integrated legal space is quite topical matter in this respect. Scientific approaches to define «civilian control» definition were analyzed and author’s definition was given. Despite ramified legal regulation, regulatory definition of civilian control is absent at the legislative level. Special law that would lay the legal base for the said institute has not been introduced yet today. There is a suggestion in scientific literature as to enactment of special law on civilian control in Ukraine to create efficient mechanism of civilian control, provide conditions for adequate realization of human rights and freedoms in this sphere.
