dc.description	The regional development strategies for the period up to 2020 in terms of the formation of the transport and logistics cluster are analyzed. It is revealed that these strategic documents do not mention the formation of the transport and logistics cluster as a key component of the regional transport and logistics system, and the financial mechanism for its functioning. Diagnosis of the current state features and prerequisites of the formation of transport and logistics cluster in the Black Sea economic region. Promising directions for the development of regional transport and logistics system of economic district are defined, which are organized according to the following groups: formation of transport and logistics cluster in the context of economic modernization; organization of logistic activity and development of port infrastructure in seaports; introduction of information technologies for management of the transport and logistics system of the district; transformation of regional transport and logistics system on the basis of «green» logistics; introduction of digital logistics as a mechanism of development of transport and logistics system of district. The implementation of the proposed set of measures will contribute to: reduction of costs for the organization of logistics through the automation of processes, reducing the transport component in the cost of services; increase of cargo transportation, cargo turnover, processing of cargoes and containers; reducing the cost of delivery of goods; sig ificant increase in cooperation between logistics companies; increase the level of consumer satisfaction by reducing the delivery time of goods; expansion of the client base; increasing the quality of transport and logistics services provided; reduction of congestion of transport infrastructure as a result of optimization of movement of logistics flows; efficient use of transport infrastructure through innovative navigation systems; improving the level of transportation safety; ensuring almost complete decarbonization of city logistics in the main urban centers of the region.	uk_UA
dc.description.abstract	Проаналізовано стратегії регіонального розвитку на період до 2020 р. в частині формування транспортно-логістичного кластера. Виявлено, що у стратегічних документах не зазначено про цей інститут регіонального розвитку і не прописано фінансовий механізм реалізації його функціонування. Проведено діагностику сучасного стану й передумов створення транспортно-логістичного кластера в Причорноморському економічному районі. Визначено перспективні напрями розвитку регіональної транспортно-логістичної системи: формування транспортно-логістичного кластера в контексті забезпечення модернізації економіки; організація логістичної діяльності й розвиток припортової інфраструктури в морських портах; трансформація регіональної транспортно-логістичної системи на засадах «зеленої» логістики; впровадження цифрової логістики як механізму розвитку транспортно-логістичної системи економічного району.	uk_UA
