Краткий осмотр (реферат): У статті показано, що в першій половині 1960-х років в Одесі поширилося ухиляння від військової служби за хабарі, що кваліфікувалося як злочин. Кількість таких ухилянтів та хабарників у військкоматах і лікарських установах Одещини в цей час були значними, порушення мали системний характер. Для свого незаконного збагачення та сприяння ухиленню від призову на військову службу злочинці користувалися різними методами. Перший варіант – це звільнення за хабарі від призову під виглядом хвороби. Для цього фальсифікувалися й купувалися в лікувальних закладах медичні документи про нібито наявність хвороби. Другий варіант – звільнення від призову за фіктивними документами про нібито тяжке сімейно-майнове становище. Третій – під виглядом другої вагітності дружин. Четвертий варіант – громадяни незаконно звільнялися від призову на військову службу на підставі фіктивних документів про те, що вони були студентами вищих навчальних закладів. П’ятий спосіб – деяких громадян за хабарі не ставили на військовий облік, іншим під час призову дозволялося відбувати у тривалі відрядження або в далеке плавання, що давало їм можливість звільнятися від призову на військову службу. Скоєння таких злочинів було результатом безконтрольності з боку очільників райвійськкоматів, прагнення його працівників до незаконного збагачення. The article shows that the number of draft evaders and bribes for this in the military registration and enlistment offices of the Odesa region in the first half of the 1960s was significant, had a systematic, wellorganized nature, included a whole group of bribe takers in the military registration and enlistment offices and among doctors. There was also a group of intermediaries, including from among various businessmen from Odesa. More than 150 people were involved in the receipt and transfer of bribes to varying degrees. For their illegal enrichment and assistance in evading military service, criminals used various methods. The first option is exemption from conscription for bribes under the guise of illness. For this, medical documents about the alleged presence of an illness were falsified and purchased in medical institutions. The second option is exemption from conscription based on fictitious documents about the alleged difficult family and property situation. The third is under the guise of a second pregnancy of the wife.The fourth option – citizens were illegally exempted from military service on the basis of fictitious documents stating that they were students of higher educational institutions. The fifth option – some citizens were not registered for military service for bribes, while others were allowed to serve long business trips or long voyages during the draft, which gave them the opportunity to be exempted from military service. The commission of these crimes became possible as a result of lack of control on the part of district and regional military commissariats, negligence, and serious shortcomings in the official activities of military commissariats.

Гайдамаки (1914–1983) Авторы: Ярмиш, Олександр; Греченко, Володимир; Yarmysh, Oleksandr; Grechenko., Volodymyr Краткий осмотр (реферат): Уперше в історико-правничій літературі у статті аналізується життєвий шлях та кар’єра очільника міліції в Українській РСР у 1956–1962 рр., комісара міліції 2-го рангу Веніаміна Глібовича Гайдамаки, починаючи з його навчання в школі, зарахування до лав міліції та закінчуючи досить безславним завершенням служби в правоохоронних органах. Працюючи автоінспектором, а потім начальником Державної автоінспекції Сумської області, В. Г. Гайдамаці вдалося здійснити карколомний злет, перебравшись у Київ та ставши начальником Державтоінспекції республіки у 29 років. Автори висувають свою версію про причини такої успішної кар’єри, якій сприяли репресії кінця 1930-х років, можлива допомога іншого високопосадовця, особисті якості самого Гайдамаки, такі як кмітливість і винахідливість, що неодноразово відзначалося у його службових атестаціях. Але ці та інші риси його характеру, певна безконтрольність з боку начальства призвели до зловживань по службі, пов’язаних із придбанням автомобіля, отриманням квартир, незаконних зв’язків із різного роду ділками, недбалостями у службі. Це, а також зміна керівництва МВС у 1962 р. призвели до пониження його в посаді, а потім і до звільнення з міліції. For the first time in the historical and legal literature, the article analyzes the life path and career of the head of the police in the Ukrainian SSR in 1956–1962, police commissioner of the 2nd rank Veniamin Hlibovych Haydamaka, starting with his studies at school, enrollment in the ranks of the police and ending rather inglorious end of service in law enforcement agencies. Working as a Traffic wardtn and then as the head of the State Auto Inspection of the Sumy region, V. G. Haydamatsa managed to make a breakthrough by moving to Kyiv and becoming the head of the State Auto Inspection of the republic at the age of 29. The authors express their version of the reasons for such a successful career, which was facilitated by the repressions of the late 1930s, the possible help of another high-ranking official, personal qualities of Haydamaka himself, such as intelligence and resourcefulness, which were repeatedly noted in his official certificates. While in high positions, V. G. Haydamaka, achieved quite significant indicators in his work, which is evidenced by the relevant statistical data, which are given in his job description. But the influence of the Soviet system, which provided great opportunities for a better life for the superiors, the example of other colleagues from law enforcement agencies who abused their official position, his character traits, a certain lack of control on the part of the superiors led to abuse of office related to the purchase of a car, obtaining apartments, illegal connections with various types of dealers, negligence in the service. This, as well as a change in the leadership of the Ministry of Internal Affairs in 1962, led to his demotion, and then to his dismissal from the police. Analyzing the biography and career path of V. G. Haydamak’s authors note that his career was quite typical for a Soviet-era nomenclature. Nevertheless, in the spirit of that time, despite the considerable compromising material, V. G. Haydamak was not punished very severely, he was not deprived of the title of «police commissioner», and later the restrictions on his pension were lifted. This was also characteristic of Soviet times. A nomenklaturanik of such a high rank was «own» for the Communist Party bonzes, and they, in the end, forgave him for his sins and pranks.
