Краткий осмотр (реферат): У статті досліджено роль територіальних громад у сучасній системі національної безпеки
України, визначено їх значення як ключових суб’єктів формування локальної стійкості й підґрунтя
для зміцнення загальнодержавної безпеки. Показано, що в умовах воєнних викликів і трансформацій
безпекового середовища територіальні громади перетворюються на важливі осередки забезпечення
життєдіяльності населення, організації цивільного захисту, формування горизонтальних зв’язків і
мобілізації внутрішніх ресурсів. Установлено, що їхня спроможність оперативно реагувати на кризові
ситуації, інтегрувати інституції громадянського суспільства, місцевий бізнес та органи державної влади
створює підґрунтя для формування стійких локальних систем, які здатні компенсувати слабкість або
перевантаженість загальнодержавних структур. Проаналізовано концептуальні підходи до посилення
ролі громад у сфері національної безпеки, зокрема через розвиток локальних стратегій безпеки,
інтеграцію з регіональними й державними планами, запровадження механізмів публічно-приватного
партнерства та підвищення рівня участі громадян у процесах прийняття рішень. Наголошено на
необхідності інституційного зміцнення територіальних громад, удосконалення їх ресурсної бази й
кадрового потенціалу, розширення можливостей для використання цифрових технологій управління
безпекою. Обґрунтовано, що ефективна взаємодія держави та громад у сфері безпеки сприятиме
формуванню багаторівневої системи національної безпеки, де локальна стійкість є фундаментом
для зміцнення стійкості загальнонаціональної. Зроблено висновок, що розвиток територіальних
громад у контексті безпеки є стратегічним чинником післявоєнного відновлення, демократичної
стабільності й інтеграції України до європейського безпекового простору. Окрему увагу приділено
аналізу міжнародного досвіду організації локальної безпеки, що демонструє значення багаторівневої
взаємодії між центральною владою, місцевим самоврядуванням і громадянським суспільством.
Підкреслено, що адаптація українських громад до стандартів НАТО та ЄС у сфері безпеки є важливою
передумовою зміцнення їхньої інституційної стійкості й створення спільного безпекового простору з
європейськими державами. The article examines the role of territorial communities in the modern national security system
of Ukraine, identifies their importance as key actors in the formation of local resilience and the basis for
strengthening national security. It is shown that in conditions of military challenges and transformations
of the security environment, territorial communities are turning into important centers for ensuring the
vital activity of the population, organizing civil defense, forming horizontal ties and mobilizing internal
resources. It is established that their ability to respond promptly to crisis situations, integrate civil society
institutions, local business and state authorities creates the basis for the formation of sustainable local systems
that are able to compensate for the weakness or overload of national structures. Conceptual approaches to
strengthening the role of communities in the field of national security are analyzed, in particular through
the development of local security strategies, integration with regional and state plans, the introduction of
public-private partnership mechanisms and increasing the level of citizen participation in decision-making
processes. The need for institutional strengthening of territorial communities, improvement of their resource
base and human resources, and expansion of opportunities for the use of digital technologies for security
management is emphasized. It is substantiated that effective interaction between the state and communities
in the security sector will contribute to the formation of a multi-level system of national security, where local
resilience serves as the foundation for strengthening the resilience of the national one. It is concluded that the
development of territorial communities in the context of security is a strategic factor in post-war recovery,
democratic stability, and Ukraine’s integration into the European security space. Special attention is paid to
the analysis of international experience in organizing local security, which demonstrates the importance of
multi-level interaction between central authorities, local governments, and civil society. It is emphasized that
the adaptation of Ukrainian communities to NATO and EU standards in the security sector is an important
prerequisite for strengthening their institutional resilience and creating a common security space with

Краткий осмотр (реферат): This article focuses on the identification of primary infringements within the domain of human
rights and freedoms in temporarily occupied territories, as well as the delineation of protective
mechanisms. The study systematically examines the existing legislation in Ukraine concerning the
determination of the legal status of individuals residing in these territories. Extensive evidence is provided
to substantiate mass violations of human and citizen rights and freedoms in temporarily occupied areas,
with a particular emphasis on the considerable transgressions against personal, economic, social, and
cultural rights. A meticulous analysis of these rights’ violations within these territories is conducted.
Notably, the article underscores that the list of systematically restricted or violated rights and freedoms
may be expanded due to the armed aggression of the russian federation. Furthermore, the study delves
into the instruments available for safeguarding human rights in temporarily occupied territories.
It has been determined that, with the aim of addressing national security issues amid a state of war
and persistent armed aggression, the state is obliged to systematically and efficiently respond to all
potential infringements upon the rights and freedoms of individuals residing in temporarily occupied
territories. A conclusion has been drawn that, for the effective safeguarding of human rights in the
temporarily occupied territories of Ukraine, the legislator has incorporated a series of normative legal acts
into the national legislative framework, exerting a direct influence on the protection of the rights and
freedoms of individuals situated in these territories.
Nevertheless, the temporally occupied territories remain beyond Ukraine’s jurisdiction, rendering
the implementation mechanism of normative provisions in this sphere intricate. It is posited that, in light
of the substantial and systematic violations of national legislative norms and international treaties in this
domain by the russian federation, Ukraine’s primary task lies in the development of an efficacious toolkit
for the protection of the rights and freedoms of individuals within the context of temporary occupation.
Additionally, it determines the position and role of international cooperation in the protection of rights
and freedoms for individuals and citizens in such territories. The article concludes by highlighting the
imperative need for a comprehensive approach in the mechanism designed for protecting human rights in
temporarily occupied territories to attain the most effective outcomes.

громадянина на тимчасово окупованих територіях та визначенню механізмів їх захисту.
Досліджено та систематизовано чинне законодавства України з питань визначення правового
статусу особи на тимчасово окупованих територіях України. Обґрунтовано масове порушення
прав і свобод людини та громадянина на тимчасово окупованих територіях.
Визначено, що найбільшого порушення зазнали особисті, економічні, соціальні та
культурні права громадян. Проведено детальний аналіз порушень цих прав на тимчасово окупованих територіях. Наголошено, що перелік прав і свобод людини та громадянина, що систематично обмежуються чи порушуються, може бути розширений через збройну агресію рф.
Досліджено інструменти захисту прав людини на тимчасово окупованих територіях. Визначено
місце і роль міжнародного співробітництва у захисті прав і свобод людини і громадина на тимчасово окупованих територіях.
