Зазначено, що ефективність та законність використання таких заходів безпосередньо впливають на рівень довіри громадян до правоохоронних органів, а також на забезпечення громадського порядку та безпеки. Досліджено підходи до застосування фізичної сили, спеціальних засобів і вогнепальної зброї у країнах Європейського Союзу, США, Канади, Японії та інших держав. Особливу увагу приділено системам контролю за законністю дій поліцейських, системам підготовки та етичного навчання персоналу. Порівняльний аналіз показує, що країни з розвиненою системою громадського контролю та високими стандартами професійної етики демонструють нижчий рівень зловживання примусовими заходами. Автор підкреслює необхідність адаптації кращих зарубіжних практик до українських реалій з урахуванням національного законодавства, культури та рівня правової свідомості населення. The article analyzes the foreign experience of using coercive measures by police officers in the course of performing their official duties. Despite the reforms carried out, Ukraine still faces a number of problems in the field of legal regulation and practical application of coercive measures by the police. The lack of scientific research, the absence of an established model of professional ethics and public control, as well as the need to improve the organizational and legal foundations of police activities determine the need for a deeper study of European experience. It is noted that the effectiveness and legality of such measures directly affect the level of public trust in law enforcement agencies, as well as the maintenance of public order and security. Analysis of foreign experience in the use of police coercive measures indicates that leading European states and democratic countries of the world have clearly structured, legally regulated and practically tested mechanisms for implementing coercive measures in police activities. The main principles that dominate in most countries of the European Union are proportionality, gradualness, legality, necessity and minimization of harm caused to a person as a result of the use of coercion. The author examines the approaches to the use of physical force, special means and firearms in the countries of the European Union, the USA, Canada, Japan and other countries. Particular attention is paid to the systems of control over the legality of police actions, training and ethical education of personnel. The comparative analysis shows that countries with a developed system of public control and high standards of professional ethics demonstrate a lower level of abuse of coercive measures. The author emphasizes the need to adapt the best foreign practices to Ukrainian realities, taking into account national legislation, culture and the level of legal awareness of the population.

У статті розглядаються питання навчання співробітників поліції вмінню визначати характер конфлікту, ступінь протидії з боку порушника та обґрунтування правомірності заходів фізичної дії. Формування професійних навичок правомірного застосування працівниками поліції бойових прийомів боротьби під час виконання професійних обов'язків має відбуватися за умов, максимально наближених до реальних. Метою даної статті є дослідження методів, щодо вдосконалення фізичної підготовки поліцейських, враховуючи реформування правоохоронної системи в Україні. Проаналізувати положення нормативно-правових актів, що регулюють цей вид діяльності. Виявити проблеми, які виникають під час проведення взаємодії поліцейських зі злочинцями.
