Краткий осмотр (реферат): Досліджено основні проблеми оперативно-розшукового забезпечення розшуку дітей, які зникли безвісти. Досягнення мети статті (визначити сучасні проблеми оперативно-розшукового забезпечення розшуку дітей, які зникли безвісти) потребувало використання соціологічного методу дослідження (опитування). За результатами опитування 228-и працівників кримінальної поліції встановлено, що до найбільш вагомих проблем оперативно-розшукового забезпечення розшуку дітей, які зникли безвісти, належать: ускладнені нормативно правові та організаційні механізми термінового проведення ОРЗ (ОТЗ) щодо встановлення місцезнаходження дитини; недостатній рівень технічного забезпечення проведення ОРЗ (ОТЗ). У зв’язку з цим доцільно спростити процедуру ухвалення рішень про проведення ОТЗ (НСРД). Зазначено також на недостатній взаємодії підрозділів кримінальної поліції з громадськістю під час розшуку дітей, які зникли безвісти. Описание: The author has studied the main problems of operational-search support for the finding missing children. Achieving the article’s objective (to identify the current problems of operational search support for finding missing children) required the use of a sociological method of research (interrogation). To collect empirical data, 228 criminal police officers were questioned as the main investigators for missing children. The analysis and generalization of the respondents' answers enabled the author to come to the following conclusions: 1. The effectiveness of the search for missing children is considered sufficient. The level of operational search support for missing children is estimated to be average. 2. The main common reasons (factors) that affect the effectiveness of the operational-search support for missing children include: the quality of the organization of operational-search support for missing children; logistics. Specific reasons (factors) that affect the effectiveness of the operational-search support of finding missing children are: the quality of regulatory support; the quality of information and analytical support; officer’s experience; timely conduct of search operations; correct assessment of available information; correct presentation of versions; ignoring one or separate versions; the number of officers involved. 3. The timely establishment of the whereabouts of missing children is mainly carried out within 24 hours during criminal proceedings (prior to the initiation of the operational-search case) or without the initiation of an operational-search Case and the opening of criminal proceedings, ie before registration of the notification in a single register of pre-trial investigations, with subsequent registration in the single record. 4. Instruction on the organization of the search of accused, defendants, persons evading crimina punishment, missing persons and identification of an unidentified corpse (order of the Ministry of Internal Affairs of Ukraine dated 05.01.2005 No. 3 "for use only by staff") needs updating and bringing in compliance with practical requirements. 5. Current accounting capabilities for the search for missing children imply a limited choice of information and have the disadvantage of lacking a unified information search system. 6. The most significant problems of operational search support of missing children include: complicated legal and organizational mechanisms of urgent conduct of operational search activities (operational and technical measures) to determine the location of the child; insufficient level of technical support for conducting operational-search measures (operational-technical measures). In this regard, it is advisable to simplify the procedure for deciding whether to conduct an operational-technical (covered investigative (search) action. Less decisive problems are the following: imperfection of agent security; unskilled juvenile prevention officers and poor quality of operational records. 7. The interaction of criminal police units with the public in the search for missing children is insufficient.

Краткий осмотр (реферат): Визначено особливості проведення невідкладних розшукових заходів стосовно безвісти зниклих дітей, втягнених у злочинну діяльність, пов’язану із незаконним обігом наркотиків. У результаті аналізу сучасної специфіки розшукової роботи оперативних підрозділів та думок оперативних працівників визначено, що для своєчасного вжиття заходів з розшуку безвісти зниклих дітей важливим є визначення ознак, що свідчитимуть про можливе втягнення дитини у злочинну діяльність, пов’язану із незаконним обігом наркотиків, або добровільне (несвідоме) заняття нею такою діяльністю. До таких ознак можна віднести: часте перебування дитини у місцях, де поширено розповсюдження наркотиків; підтримання дружніх стосунків з особами, причетними до незаконного обігу наркотиків або вживання останніх; безпричинна зміна поведінки, настрою, психологічного та фізичного стану; поступова або різка зміна інтересів до навчання, роду занять, кола спілкування; зміна характеру і змісту розмов (часте вживання жаргонів) та ін.; колишнє затримання працівниками поліції, у тому числі з особами, які вживали наркотики; наявність за місцем мешкання сторонніх предметів, лікарських засобів чи речовин (гумові контрацептиви (презервативи); обрізки хірургічних рукавичок; препарати, що знижують кислотність шлунку; скріплюючі таблетки; заспокійливі ліки для зняття болю; фольга; йод; перманганат калію; сірка тощо); перебування на обліку у правоохоронних органах; підвищена зацікавленість дитини до програмних продуктів у мережі Інтернет, пов’язаних із незаконним обігом наркотиків та ін.; The specifics of conducting urgent search measures with regard to missing children involved in criminal activities related to drug trafficking. As a result of the analysis of the current specifics of the investigative work of the operational units and the thoughts of the operative workers, the author has indicated that, in order to take measures to trace the missing children, it is important to determine the prerequisites that testify to the possible involvement of the child in criminal activities related to illicit drug trafficking, or voluntary (unconscious) occupation of them by such activity. Such signs include: frequent stay of the child in places where the use of drugs is prevalent; maintaining friendly relations with persons involved in drug trafficking or the use of drugs; causeless change in behavior, mood, psychological and physical condition; gradual or sharp change of interests to training, occupation, circle of communication; change in the nature and content of conversations (frequent use of jargons), etc .; recent detention by police officers, including those who used drugs; presence of foreign objects, drugs or substances (rubber contraceptives), cutting surgical gloves, drugs that reduce acidity of the stomach, fastening tablets, soothing pain relievers, foil, iodine, potassium permanganate, sulfur, etc. ); being on the account in law enforcement bodies; increased interest of the child to software products on the Internet connected with drug trafficking, etc.
