Пропонується розроблення та впровадження Концепції використання БПЛА у діяльності правоохоронних органів, яка передбачатиме завдання із аналізу можливостей застосування БПЛА у діяльності правоохоронних органів та органів МВС України, обов’язкове впровадження у закладах вищої освіти із специфічними умовами навчання, які готують кадри для органів системи МВС України, обов’язкового елементу освітніх програм підготовки здобувачів вищої освіти із використання БПЛА, необхідність вивчення іноземних мов операторами БПЛА задля розширення можливостей застосування іноземної техніки, яка входить до безпілотної авіаційної системи, іноземної авіаційної термінології. The study discusses the prospects for the use of unmanned aerial vehicles in law enforcement activities and the need to train UAV operators in accordance with these needs in higher education institutions with specific training conditions that train personnel for the bodies of the Ministry of Internal Affairs of Ukraine. It is noted that in the issue of training UAV operators, the main attention in modern conditions is paid to military affairs, in turn, the use of UAVs in law enforcement activities has its own specifics, the training of UAV operators for law enforcement activities must take into account the tasks that are faced by the bodies of the Ministry of Internal Affairs of Ukraine, for example, the State Border Service of Ukraine or the National Police of Ukraine and other law enforcement agencies. Based on the analysis of current strategic legal acts, it is indicated that the above acts, which determine the further development of law enforcement agencies and the training of personnel for them, do not pay enough attention to the aspect of implementing the practice of using UAVs in law enforcement activities, border protection, etc., as well as the policy of training higher education applicants in higher education institutions with specific training conditions that train personnel for the Ministry of Internal Affairs. It is proposed to develop and implement the Concept of the use of UAVs in the activities of law enforcement agencies, which will provide for the task of analyzing the possibilities of using UAVs in the activities of law enforcement agencies and the Ministry of Internal Affairs of Ukraine, and the mandatory implementation of a mandatory element of educational programs for training higher education applicants in the use of UAVs in higher education institutions with specific training conditions that train personnel for the Ministry of Internal Affairs of Ukraine. It is also proposed to pay attention to the increased emphasis on studying foreign languages by UAV operators in order to expand the possibilities of using foreign equipment that is part of the unmanned aircraft system, and foreign aviation terminology.

Название: Межі застосування фізичної сили поліцейськими щодо окремих категорій осіб Авторы: Журавель, Олександр; Zhuravel, Oleksandr Краткий осмотр (реферат): У статті висвітлено актуальні проблеми визначення меж допустимого застосування фізичної сили поліцейськими щодо окремих категорій осіб, зокрема представників вразливих груп населення, проаналізовано правові підстави, умови та принципи такого поліцейського заходу примусу, а також окреслено критерії пропорційності, необхідності й гуманності під час реалізації поліцейських повноважень. The article highlights current issues in defining the limits of permissible use of physical force by police officers against certain categories of persons, in particular members of vulnerable groups of the population. It analyzes the legal grounds, conditions, and principles of such police coercive measures, and outlines the criteria of proportionality, necessity, and humanity in the exercise of police powers. It is concluded that the decision to use physical force, which method of hand-to-hand combat or struggle, in a particular situation, regarding vulnerable categories of persons, in cases provided for by law, should be made by a law enforcement officer, based on specific circumstances, taking into account the specific physical and psychological properties of the person threatening the protected, rights, benefits, level of threat to the law enforcement officer and/or other persons, should have both a legal basis and a factual basis, and cause minimal harm that is truly necessary and sufficient to achieve the goal of such a measure. When choosing which measure of physical influence to apply to a person, a law enforcement officer should be guided by the constitutionally enshrined principle of the supremacy of human dignity and health.

Метою дослідження є визначення ролі інтеграції фізичних, психологічних і когнітивних навичок у професійній діяльності в екстремальних умовах, зокрема під час техногенних катастроф, надзвичайних ситуацій або воєнного стану. У роботі використано методи теоретичного аналізу наукових джерел, порівняльного підходу, а також узагальнення практичного досвіду спеціальної підготовки військовослужбовців, рятувальників і поліцейських. Визначено, що сучасна модель спеціальної фізичної підготовки повинна базуватися не лише на розвитку сили, витривалості й спритності, але й на психологічній стійкості, швидкості прийняття рішень, командній взаємодії та ситуативній адаптації. Новизна дослідження полягає в розробці концепції інтегрованої системи тренувань, яка поєднує фізичні, психофізіологічні й когнітивно-мотиваційні компоненти. Результати дослідження свідчать про те, що впровадження міждисциплінарних підходів сприяє підвищенню ефективності професійних дій у стресових і небезпечних умовах. Запропонована модель передбачає цілісне формування готовності фахівців через взаємодію різних аспектів підготовки, що забезпечує гармонійний розвиток фізичних і психологічних якостей. Такий підхід дає змогу оптимізувати процес професійного вдосконалення, підвищуючи рівень стійкості й адаптивності персоналу до екстремальних ситуацій. The article considers an interdisciplinary approach to special physical training as an effective means of forming professional resilience and adaptability of specialists in the field of security, defense, rescue services and law enforcement agencies. The purpose of the study is to determine the role of integration of physical, psychological and cognitive skills in professional activities in extreme conditions, in particular during man-made disasters, emergencies or martial law. The work uses methods of theoretical analysis of scientific sources, a comparative approach, as well as generalization of practical experience in special training of military personnel, rescuers and police officers. It is determined that the modern model of special physical training should be based not only on the development of strength, endurance and agility, but also on psychological resilience, speed of decisionmaking, team interaction and situational adaptation. The novelty of the study lies in the development of the concept of an integrated training system that combines physical, psychophysiological and cognitive-motivational components. The results of the study indicate that the implementation of interdisciplinary approaches contributes to increasing the effectiveness of professional actions in stressful and dangerous conditions. The proposed model involves the holistic formation of specialists’ readiness through the interaction of various aspects of training, which ensures the harmonious development of physical and psychological qualities. This approach allows optimizing the process of professional improvement, increasing the level of resilience and adaptability of personnel to extreme situations.

Название: Міжнародний досвід підготовки майбутніх правоохоронців до виконання службових завдань в умовах воєнного стану Авторы: Петренко, Сергій; Petrenko, Serhii Краткий осмотр (реферат): У статті досліджується міжнародний досвід підготовки майбутніх правоохоронців до виконання службових завдань в умовах воєнного стану, що є особливо актуальним у контексті сучасних глобальних викликів і збройної агресії проти України. Метою дослідження є аналіз зарубіжних підходів до формування висококваліфікованих кадрів, здатних ефективно діяти в кризових та екстремальних ситуаціях, а також розробка рекомендацій щодо вдосконалення національної системи підготовки поліцейських. У роботі розглянуто досвід провідних країн світу, зокрема держав – членів НАТО, США, Канади, Великої Британії, Німеччини та Ізраїлю, де існують розвинені моделі інтеграції правоохоронних і військових структур у процес підготовки персоналу. Особливу увагу приділено системам спеціальної фізичної та психологічної підготовки, тактико-спеціальним тренуванням, вогневій підготовці та розвитку навичок прийняття рішень у складних оперативних умовах. Акцент зроблено на використанні сучасних технологій, як-от віртуальна та доповнена реальність, мультимедійні тренажери, інтерактивні симуляції та дистанційне навчання, які дають можливість моделювати реальні бойові ситуації та підвищувати рівень професійної компетентності. Проаналізовано міжнародно-правові стандарти у сфері підготовки правоохоронців, включно з документами ООН, Ради Європи та Європейського Союзу, що регламентують діяльність поліцейських підрозділів у надзвичайних умовах. Висвітлено значення комплексного підходу до формування кадрів, який поєднує юридичну, тактичну, етичну та психологічну складові підготовки. Окремо розглянуто проблему морально-психологічної стійкості правоохоронців і впровадження програм психологічної підтримки й реабілітації, що широко застосовуються в західних країнах для запобігання професійному вигоранню та посттравматичним стресовим розладам. Результати дослідження показують, що успішне впровадження міжнародного досвіду в Україні потребує створення сучасної навчальної бази, розвитку партнерства з міжнародними організаціями й удосконалення нормативно-правової бази у сфері підготовки правоохоронних кадрів. Запропоновано конкретні шляхи адаптації зарубіжних практик, які можуть підвищити рівень готовності українських поліцейських до виконання завдань в умовах воєнного стану та зміцнити національну безпеку. The article examines the international experience in training future law enforcement officers to perform service tasks under martial law, which is particularly relevant in the context of modern global challenges and armed aggression against Ukraine. The purpose of the study is to analyze foreign approaches to the formation of highly qualified personnel capable of acting effectively in crisis and extreme situations, as well as to develop recommendations for improving the national system of police training. The paper explores the experience of leading countries, particularly NATO member states, the USA, Canada, the United Kingdom, Germany, and Israel, where advanced models of integrating law enforcement and military structures into the training process have been developed. Special attention is given to systems of specialized physical and psychological training, tactical-special exercises, firearms training, and the development of decisionmaking skills in complex operational conditions. Emphasis is placed on the use of modern technologies such as virtual and augmented reality, multimedia simulators, interactive simulations, and distance learning, which make it possible to model real combat situations and enhance the level of professional competence. The article analyzes international legal standards in the field of law enforcement training, including documents of the UN, the Council of Europe, and the European Union, which regulate the activities of police units in emergency situations. The importance of a comprehensive approach to personnel training, which combines legal, tactical, ethical, and psychological components, is highlighted. Particular attention is paid to the issue of the moral and psychological resilience of law enforcement officers and the implementation of psychological support and rehabilitation programs that are widely used in Western countries to prevent professional burnout and post-traumatic stress disorders. The research results demonstrate that the successful implementation of international experience in Ukraine requires the creation of a modern training base, the development of partnerships with international organizations, and the improvement of the legal framework in the field of law enforcement training. Specific ways to adapt foreign practices are proposed, which can increase the readiness of Ukrainian police officers to perform their duties under martial law and strengthen national security.
