З’ясовано, що протягом періоду 2016-2025 рр. спостерігалась тенденція до загального збільшення кількості облікованих випадків вчинення кримінальних правопорушень, передбачених ст. 299 Кримінального кодексу України (+483% або майже у шість разів), із особливо різким збільшенням у 2025 р. (+249%), однак кількість засуджених за аналізоване діяння залишається відносно незначною. Аналізуючи географію поширення випадків жорстокого поводження з тваринами встановлено нетипово високий показник їх реєстрації у Закарпатській області у 2025 р. Що стосується поширення жорстокого поводження з тваринами у інших регіонах нашої держави, то випадки такого діяння реєструються скрізь, перебуваючи у межах 0,1–0,8 випадків на 100 тис. населення. This article is devoted to identifying, describing, and explaining the extent, trends, and geographical distribution of the criminal offense provided for in Article 299 of the Criminal Code of Ukraine, based on official statistical data from law enforcement agencies. It has been established that the development of the crime situation in the field of combating animal cruelty over the past ten years can be divided into four stages: 1) the first stage, covering 2016–2017, when relatively stable and, compared to subsequent stages, low indicator values were observed (from 105 to 113 recorded cases); 2) the second stage falls within 2018–2020 and is characterized by a noticeable increase, compared to the previous stage, in the number of registered criminal offenses in this category (from 184 to 222 cases); 3) the third stage, covering 2021–2024, during which a certain instability in the figures is observed: following a decline in 2021–2022 (to 150 cases, which may have been due to the start of Russia’s full-scale invasion of Ukraine), there was a subsequent gradual recovery to 189 cases in 2024; 4) the fourth stage begins in 2025 and continues to the present. During this period, there was a sharp increase in the number of reported cases of animal cruelty–up 249% compared to 2024, reaching 659 cases. It has been established that from 2016 to 2025, the number of recorded cases of animal cruelty increased by 483%–or nearly sixfold–although the number of individuals convicted of animal cruelty remains relatively small compared to the total number of registered criminal offenses. An analysis of the geographical distribution of criminal offenses under Article 299 of the Criminal Code of Ukraine revealed an unusually high rate of such offenses in Zakarpattia Oblast in 2025. Проаналізовано вплив економічної нестабільності, масової внутрішньої та зовнішньої міграції, цифровізації економічних процесів та обмежених ресурсів правоохоронних органів на рівень шахрайських правопорушень. Особлива увага приділена уразливим категоріям населення – людям похилого віку, особам з інвалідністю й внутрішньо переміщеним особам, що підвищує ризик їх потрапляння в шахрайські схеми. На основі аналізу наукових джерел, офіційної статистики та практичного досвіду запропоновано класифікацію шахрайств, яка охоплює як класичні форми обману, так і сучасні прояви, пов’язані з цифровими технологіями й соціально орієнтованими схемами. Дослідження дає змогу оцінити динаміку шахрайських дій, виділити їх основні закономірності та підґрунтя для розробки комплексної системи заходів щодо протидії цьому виду кримінальнопротиправної діяльності. З аналізу статистичних даних убачається збільшення кількості кримінальних правопорушень, передбачених ст. 190 КК України, що свідчить про домінування шахрайства в структурі злочинності проти власності останніми роками. Запропоновані висновки та класифікація створюють основу для розроблення комплексної системи заходів із протидії шахрайству в умовах сучасних соціально-економічних викликів та особливих періодів. Результати дослідження формують основу для вдосконалення законодавства, посилення інституційних можливостей правоохоронних органів і розроблення комплексних превентивних стратегій, спрямованих на захист населення в кризових умовах і мінімізацію соціально-економічних наслідків шахрайських посягань. Обґрунтовано актуальність комплексної міжвідомчої взаємодії, посилення цифрової безпеки, удосконалення кримінального законодавства й необхідність запровадження профілактичних програм, орієнтованих на підвищення рівня обізнаності громадян щодо ризиків шахрайства в умовах кризових періодів. The article examines the current state of the spread of fraud in Ukraine under special legal regimes, including martial law, as well as the main factors contributing to its intensification. The influence of economic instability, large-scale internal and external migration, the digitalization of economic processes, and the limited resources of law enforcement agencies on the level of fraudulent offenses is analysed. Particular attention is given to vulnerable population groups – elderly people, persons with disabilities, and internally displaced persons – whose vulnerability increases the risk of becoming victims of fraudulent schemes. Based on an analysis of scientific sources, official statistics, and practical experience, a classification of fraud is proposed, encompassing both classical forms of deception and modern manifestations associated with digital technologies and socially oriented schemes. The study enables an assessment of the dynamics of fraudulent activities, identification of their key patterns, and the development of a comprehensive system of measures aimed at counteracting this type of criminal behavior. Statistical data analysis indicates an increase in the number of criminal offenses under Article 190 of the Criminal Code of Ukraine, demonstrating the dominance of fraud within the structure of property-related crime in recent years. The proposed conclusions and classification provide a foundation for developing a comprehensive system of measures to combat fraud under contemporary socio-economic challenges and special periods. The research results lay the groundwork for improving legislation, strengthening the institutional capacity of law enforcement agencies, and designing comprehensive preventive strategies aimed at protecting the population in crisis conditions and minimizing the socio-economic consequences of fraudulent encroachments. The article substantiates the relevance of comprehensive interagency cooperation, enhancing digital security, improving criminal legislation, and implementing preventive programs aimed at raising public awareness of fraud risks during crisis periods. 2025-01-01T00:00:00Z
