Краткий осмотр (реферат): У статті висвітлено окремі аспекти становлення та розвитку інституту старости в Україні в історичному вимірі. Ґрунтовно на теоретичному рівні проаналізовано інститут старости та окремі його форми, які існували в різні історичні періоди. Визначено, що запровадження інституту старости є новим для сучасної України. Хоча в історичному вимірі його існування не можна вважати таким, що не є відомим для нашої країни. Звернуто увагу на те, що у науковій літературі дуже багато уваги приділяється питанням конституційно-правового статусу старости, проблемним питанням реалізації ним своїх повноважень. Однак недостатньо наукових досліджень, присвячених становленню та розвитку інституту старости в Україні в історичному вимірі, вивченню змісту повноважень старости в різні періоди існування нашої держави. Обґрунтовано, що історичне дослідження дозволить не тільки висвітлити розвиток інституту старости в різні історичні періоди, але й з посиланням на наявний досвід, окреслити перспективи його розвитку в сучасних умовах державотворення. У статті зазначено, що саме староста був тією особою, яка не тільки здійснювала управління територіальною громадою, але й вирішувала багато питань місцевого значення, необхідних для нормального функціонування села, селища або містечка. Це була особа, яка мала не тільки владу, але й користувалася повагою та довірою місцевих жителів. Тому відродження інституту старости в нашій державі є доцільним та необхідним для нормального функціонування територіальної громади. Звертається увага на те, що конституційно- правовий статус старости має будуватися як на національних традиціях місцевого врядування, так і містити у собі загальноєвропейські принципи хартії місцевого самоврядування та цінності. Описание: The article highlights certain aspects of the establishment and development of the institution of the village elder in Ukraine in a historical dimension. The institution of the eldership and its separate forms, which existed in different historical periods, were thoroughly analyzed at the theoretical level. It was determined that the introduction of the institution of the village elder is new for modern Ukraine. Although in the historical dimension, its existence cannot be considered as something that is not known to our country. Attention is drawn to the fact that in the scientific literature a lot of attention is paid to the constitutional and legal status of the village elder, to the problematic issues of his/her exercise of his/her powers. However, there are not enough scientific studies devoted to the establishment and development of the institution of the village elder in Ukraine in a historical dimension, to the study of the content of the authority of the village elder in different periods of the existence of our state. It is substantiated that the historical research will allow not only to highlight the development of the institution of the eldership in different historical periods, but also, with reference to the existing experience, to outline the prospects of its development in the modern conditions of state formation. The article notes that the village elder was the person who not only managed the territorial community, but also resolved many issues of local importance, necessary for the normal functioning of the settlement, village or town. He was a person who not only had power, but also enjoyed the respect and trust of local residents. Therefore, the revival of the institution of eldership in our country is expedient and necessary for the normal functioning of the territorial community. Attention is drawn to the fact that the constitutional and legal status of the village elder should be based on both the national traditions of local government and include the European principles of the local self-government charter and values.
