This article demonstrates that the reintegration of veterans into society is one of the greatest challenges facing Ukraine following the russian-Ukrainian war. Successful reintegration of veterans is crucial for social stability, economic development, and national security. The experience of the United States with its long-standing veterans support system serves as a valuable example that can be analyzed and adapted to Ukrainian society. The article examines the American system of veteran reintegration, which encompasses social, economic, medical, and psychological measures aimed at facilitating the return of servicemembers and veterans to civilian life. Military social workers provide professional support to servicemembers of all ranks, war veterans, and their families. Furthermore, the article analyzes how the existing veteran social welfare system operates independently of general population social programs and how it is systematically structured. It addresses the key principles of veteran reintegration in the United States, mechanisms to promote entrepreneurship, incentives for employers to hire veterans, and cross-sector partnerships. Particular attention is paid to the analysis of the regulatory and legal framework for programs such as the Work Opportunity Tax Credit (WOTC) and workplace adaptations for veterans with disabilities. Problems within the Ukrainian reintegration system have been identified, including insufficient financial support, limited access to education, psychological barriers, lack of information, and uneven regional development. The reintegration of veterans into society is one of Ukraine’s key challenges. Successful adaptation is crucial for combat veterans and ensures social stability, economic development, and national security. The theoretical foundations of the rule of law as a fundamental constitutional principle that determines the essential requirements for the functioning of the legal aid system are examined. The multifaceted nature of this principle in the context of providing free legal aid is analyzed, encompassing: real accessibility of legal aid for all categories of the population; ensuring its effectiveness rather than formality; procedural legal certainty; independence of lawyers from unlawful influence; equality of arms in proceedings; prevention of pressure from pre-trial investigation authorities; effective judicial control over compliance with the right to legal aid. Systemic problems in the functioning of the legal aid system that hinder the full implementation of the rule of law principle have been identified: limited actual accessibility of legal aid for certain categories of the population due to territorial, physical and informational barriers; insufficient normative certainty of procedural aspects of providing legal aid; risks of unlawful influence on lawyers by pre-trial investigation authorities; imperfection of quality control mechanisms for legal services; conflicts between different legislative acts; absence of effective sanctions for obstructing legal aid lawyers.
