Описание: The author has stated that the criminological activity of the police is one of the most important areas of work of this law enforcement agency, which plays a significant role in combating and preventing crime. At the same time, there are a number of ways to increase the effectiveness of these activities (such as strengthening the interaction of the police with other actors in the fight against crime). Research of foreign experience can open new directions of criminological activity of police, effective in the context of counteraction to commission of criminal offenses. In addition, such an analysis would potentially reveal certain mistakes made by other states in this area, which should be taken into account in domestic realities. The article proves that the main directions of criminological activity of the police are the following: cooperation with other subjects of counteraction to crime; obtaining, processing and using criminological information; elimination of the causes and conditions of crime and other criminological measures. The criminological activity of the Polish police gives positive results, which are manifested in the reduction of the crime rate and, as a result, the increase of the level of trust in the police officers. The criminological direction of work plays an important (even leading) role in the activities of this law enforcement agency. It has been found that the effectiveness of criminological activities in the United States is due to the introduction of new scientific and technical developments that allow with high probability to calculate the place, time and identity of the criminal offender. To date, such activities are implemented in a «test mode», but it has significant potential. Якісні правові зміни виборчого законодавства створили умови для мобільних груп населення, в тому числі ВПО, реалізувати своє конституційне право на участь у місцевих виборах. Доступність реалізації виборчих прав ВПО на місцевих виборах залежить від таких умов, як: належне правове забезпечення; інформування ВПО про доступні можливості у сфері виборчого процесу, реалізації їхніх виборчих прав; організація виборчого процесу та механізму зміни виборчої адреси; доступ до судового та позасудового захисту порушених прав та інтересів ВПО у сфері виборчого процесу; інклюзивність виборчого процесу та його безпечність в умовах пандемії COVID-19. На сьогодні в Україні, незважаючи на наявність ресурсів та вихідних даних, не ведеться офіційний облік кількості ВПО, які мають виборчі права та які їх використали на місцевих виборах. Описание: Article devoted to clarify the extent to which the issue of the electoral rights of internally displaced persons, also the right to vote and to be elected in local elections. Civil society institutions have been a driving force for change in ensuring IDPs‟ access to voting rights in local elections. Thanks to the advocacy for the electoral rights of mobile citizens, carried out since 2015 by experts from regional, national, and international organizations, the necessary amendments were introduced to the Electoral Code of Ukraine. Qualitative legal changes of the electoral legislation created conditions for mobile population groups, including IDPs regarding the realization of their constitutional right to participate in local elections. For the first time, Ukraine faced the need to hold elections under the conditions of the COVID-19 pandemic. The pandemic is identified as the main reason for low voter turnout in local elections. A small number of potential voters used the simplified mechanism of changing the voting address. The decrease in the number of those willing to take part in the local elections occurred in conditions of simplified access to the change of the voting address. Neither IDPs nor other categories of the mobile population showed high activity in exercising their voting rights. The accessibility of the exercise of voting rights of IDPs in local elections depends on such conditions as proper legal provision; informing IDPs about the opportunities available in the sphere of the electoral process, implementation of their electoral rights; organization of the electoral process, and the mechanism of changing the voting address; access to judicial and extrajudicial protection of violated rights and interests of IDPs in the electoral process; inclusiveness of the electoral process and its safety under the COVID-19 pandemic. Voting rights of internally displaced persons should not be discriminated against. To date in Ukraine, despite the availability of resources and baseline data, there is no official record of the number of IDPs who possess voting rights and have used them in local elections.
