У результаті дослідження встановлено, що система правового забезпечення міжнародної волонтерської діяльності в Україні охоплює Конституцію України, міжнародні угоди, резолюції, рекомендації та конвенції; закони України; укази Президента України; постанови та розпорядження Кабінету Міністрів України; накази міністерств і відомств. Основними законами України, що регулюють волонтерську діяльність, є «Про волонтерську діяльність» та «Про благодійну діяльність та благодійні організації»; деякі аспекти волонтерської діяльності як складової частини гуманітарної роботи регулюються Законом України «Про гуманітарну допомогу». Встановлено, що з огляду на важливий внесок міжнародних волонтерських організацій у захист незалежності та забезпечення національної безпеки України варто їхній правовий статус урегулювати в окремому законі або закріпити його в окремому розділі діючого Закону України «Про волонтерську діяльність». З’ясовано ключові напрями діяльності міжнародних волонтерських організацій, визначено основні проблеми в їх реалізації, зокрема: бюрократичні перешкоди – складнощі в отриманні волонтерських віз, реєстрації іноземних організацій, процедурі ввезення гуманітарної допомоги; правові прогалини – недостатня правова охорона волонтерів, відсутність чітких механізмів соціальних гарантій та державної підтримки; фінансові та податкові питання – складнощі з оподаткуванням власних коштів волонтерів та необхідність реєстрації в Реєстрі волонтерів, якщо збори перевищують встановлені ліміти; безпекові ризики – волонтери працюють у зоні бойових дій або поблизу неї, що пов’язане з небезпекою для життя; брак інформації – іноземцям важко отримати актуальну та перевірену інформацію про потреби та методи роботи в Україні. Обґрунтовано, що основними чинниками, що стимулюють розвиток міжнародного волонтерського руху в Україні, є: 1) безпекові та гуманітарні виклики (війна) – повномасштабне вторгнення створило безпрецедентну потребу в медичній, психологічній та гуманітарній допомозі, що спричинило залучення іноземних волонтерів; 2) високий рівень самоорганізації та громадянського суспільства – швидке формування волонтерських мереж та організацій, що ефективно працюють у кризових умовах, робить Україну привабливою для міжнародної співпраці; 3) міжнародна солідарність – прагнення громадян інших країн допомогти українцям у боротьбі за незалежність та демократичні цінності; 4) особиста мотивація та самоактуалізація – бажання набути унікального професійного досвіду, допомогти іншим та особисте задоволення від внеску в успіх місії; 5) інформаційна відкритість – розвиток соціальних мереж та медіа, що дозволяють волонтерам легко знаходити запити на допомогу та координувати діяльність. Ці чинники сприяють трансформації міжнародного волонтерства в потужний соціальний інститут, що доповнює функції державних органів в умовах захисту національної безпеки. The article analyzes the administrative and legal status of international volunteer organizations in Ukraine and identifies the features of its implementation in the context of protecting national security. As a result of the study, it was established that the system of legal support for international volunteer activities in Ukraine includes the Constitution of Ukraine, international agreements, resolutions, recommendations and conventions; laws of Ukraine; decrees of the President of Ukraine; resolutions and orders of the Cabinet of Ministers of Ukraine; orders of ministries and departments. The main laws regulating volunteer activities are the Laws of Ukraine «On Volunteer Activities», «On Charitable Activities and Charitable Organizations»; some aspects of volunteer activities as a component of humanitarian work are regulated by the Law of Ukraine «On Humanitarian Aid». It was established that, given the important contribution of international volunteer organizations to protecting the independence and ensuring the national security of Ukraine, their legal status should be regulated in a separate law, or enshrined in a separate section of the current Law «On Volunteer Activities». The main areas of activity of international volunteer organizations were clarified, the main problems in their implementation were identified, in particular: bureaucratic obstacles – the complexity of obtaining volunteer visas, registering foreign organizations, as well as complex procedures for importing humanitarian aid; legal gaps – insufficient legal protection of volunteers, the lack of clear mechanisms of social guarantees and state support; financial and tax issues – difficulties with taxation of volunteers’ own funds and the need to register in the Volunteer Register if the fees exceed the established limits; security risks – volunteers work in or near a combat zone, which is associated with a danger to life; lack of information – it is difficult for foreigners to obtain up-to-date and verified information about the needs and methods of work in Ukraine. It is substantiated that the main factors stimulating the development of the international volunteer movement in Ukraine are: 1) security and humanitarian challenges (war) – a full-scale invasion created an unprecedented need for medical, psychological and humanitarian assistance, which attracts foreign volunteers, as noted in this study; 2) a high level of self-organization and civil society – the rapid formation of volunteer networks and organizations that work effectively in crisis conditions makes Ukraine attractive for international cooperation; 3) international solidarity – the desire of citizens of other countries to help Ukrainians in the struggle for independence and democratic values; 4) personal motivation and self-actualization – the desire to gain unique professional experience, help others and personal satisfaction from contributing to the success of the mission; 5) information openness – the development of social networks and media that allow volunteers to easily find requests for help and coordinate activities. These factors contribute to the transformation of international volunteering into a powerful social institution that complements the functions of state bodies in the protection of national security. This article demonstrates that the reintegration of veterans into society is one of the greatest challenges facing Ukraine following the russian-Ukrainian war. Successful reintegration of veterans is crucial for social stability, economic development, and national security. The experience of the United States with its long-standing veterans support system serves as a valuable example that can be analyzed and adapted to Ukrainian society. The article examines the American system of veteran reintegration, which encompasses social, economic, medical, and psychological measures aimed at facilitating the return of servicemembers and veterans to civilian life. Military social workers provide professional support to servicemembers of all ranks, war veterans, and their families. Furthermore, the article analyzes how the existing veteran social welfare system operates independently of general population social programs and how it is systematically structured. It addresses the key principles of veteran reintegration in the United States, mechanisms to promote entrepreneurship, incentives for employers to hire veterans, and cross-sector partnerships. Particular attention is paid to the analysis of the regulatory and legal framework for programs such as the Work Opportunity Tax Credit (WOTC) and workplace adaptations for veterans with disabilities. Problems within the Ukrainian reintegration system have been identified, including insufficient financial support, limited access to education, psychological barriers, lack of information, and uneven regional development. The reintegration of veterans into society is one of Ukraine’s key challenges. Successful adaptation is crucial for combat veterans and ensures social stability, economic development, and national security. It has been suggested that U.S. practices, particularly in the area of business support, could serve as a foundation for increasing economic activity and improving the quality of life for Ukrainian veterans.
