Краткий осмотр (реферат): У статті застосовано науково-методологічний підхід до аналізу реалізованих і перспективних проєктів взаємодії поліції з іншими органами публічної влади у сфері забезпечення безпекового середовища. У процесі дослідження з’ясовано правові засади та форми взаємодії поліції й інших органів публічної влади у сфері забезпечення безпекового середовища; узагальнено приклади реалізованих проєктів взаємодії поліції й інших органів публічної влади у сфері забезпечення безпекового середовища, а також визначено перспективи їх реалізації. У результаті дослідження встановлено, що в умовах воєнного стану взаємодія поліції з органами влади фокусується на збереженні публічного порядку, протидії злочинності й підтримці життєдіяльності населення, що досягається через спільні проєкти, створення добровільних формувань, координацію дій у сферах безпеки та співпрацю з органами місцевого самоврядування для моніторингу й вирішення нагальних питань громади. До ключових форм взаємодії можна зарахувати такі: 1) спільні формування та патрулювання – створення й діяльність добровільних формувань громадян для охорони громадського порядку у співпраці з поліцією; 2) співпраця з органами місцевого самоврядування – моніторинг та інформування, поліція надає органам місцевого самоврядування інформацію про стан публічної безпеки та порядку, а також моніторить стан об’єктів інфраструктури, звертаючись до місцевої влади з пропозиціями щодо покращення освітлення й безпеки; 3) забезпечення життєдіяльності – спільне реагування на потреби громадян, виявлення осіб, які становлять загрозу, а також взаємодія із соцпрацівниками у вирішенні проблем сімей; 4) координація дій у надзвичайних ситуаціях – залучення додаткових сил правопорядку з інших відомств для патрулювання й забезпечення безпеки; 5) забезпечення безпеки стратегічних об’єктів – взаємодія з керівництвом стратегічних підприємств для виявлення потенційних загроз, пов’язаних зі співробітниками таких об’єктів; 6) інформування та звітність – запровадження практики звітування підрозділів поліції перед територіальними громадами для підвищення прозорості й відкритості їхньої діяльності. До реалізованих проєктів взаємодії поліції з іншими органами публічної влади у сфері забезпечення безпекового середовища можна зарахувати проєкти «Безпечне місто», «Поліцейський офіцер громади», «Офіцер Служби освітньої безпеки». Перспективним проєктом взаємодії поліції й інших органів публічної влади у сфері забезпечення безпекового середовища є створення центрів безпеки в об’єднаних територіальних громадах, наближених до зони бойових дій, у яких мають на постійні основі нести чергування пожежно-рятувальні підрозділи, поліцейський пункт, підрозділ екстреної медичної допомоги, а в деяких громадах, ураховуючи близькість лінії розмежування, ще й піротехнічний підрозділ ДСНС. The article applies a scientific and methodological approach to the analysis of implemented and prospective projects of police interaction with other public authorities in the field of ensuring a safe environment. In the process of the study, the legal principles and forms of interaction between the police and other public authorities in the field of ensuring a safe environment were clarified; examples of implemented projects of police interaction with other public authorities in the field of ensuring a safe environment were summarized, and the prospects for their implementation were also determined. As a result of the study, it was established that under martial law, the interaction of the police with the authorities focuses on maintaining public order, combating crime and supporting the vital activity of the population, which is achieved through joint projects, the creation of voluntary formations, coordination of actions in the areas of security and cooperation with local self-government bodies to monitor and resolve urgent community issues. The key forms of interaction include: 1) joint formations and patrols – the creation and operation of voluntary formations of citizens to protect public order in cooperation with the police; 2) cooperation with local governments – monitoring and informing, the police provide local governments with information on the state of public safety and order, and also monitor the state of infrastructure facilities, addressing local authorities with proposals to improve lighting and security; 3) ensuring life activities – joint response to the needs of citizens, identification of persons who pose a threat, as well as interaction with social workers in solving family problems; 4) coordination of actions in emergency situations – involvement of additional law enforcement forces from other departments for patrolling and security; 5) ensuring the security of strategic facilities – interaction with the management of strategic enterprises to identify potential threats associated with employees of such facilities; 6) informing and reporting – introduction of the practice of reporting by police units to territorial communities to increase transparency and openness of their activities. The implemented projects of police interaction with other public authorities in the field of ensuring a safe environment include: the projects “Safe City”, “Community Police Officer”, “Educational Security Service Officer”. A promising project of interaction between the police and other public authorities in the field of ensuring a safe environment is the creation of Security Centers in united territorial communities close to the combat zone, in which fire and rescue units, a police station, an emergency medical unit, and in some communities, given the proximity of the demarcation line, also the pyrotechnic unit of the State Emergency Service should be on duty on a permanent basis. Зміни в безпековій ситуації та ескалація бойових дій вимагають удосконалення вогневої підготовки поліцейських, зокрема задля забезпечення належного рівня захисту громадського порядку та безпеки населення. Дослідження фокусується на ключових аспектах, що впливають на якість підготовки поліцейських у закладах вищої освіти системи МВС України зі специфічними умовами навчання: нормативно-правовій базі, спеціальній тактико-стрілецькій підготовці, адаптації навчальних програм та проведенні регулярних тренувань в умовах, наближених до реальних бойових ситуацій. Акцентовано увагу на проблематиці підготовки поліцейських з урахуванням специфіки воєнного часу та реалій ведення бойових дій, таких як підвищена інтенсивність навчань, психологічна стійкість та фізична витривалість. Статтю спрямовано на дослідження аналізу новітніх методів підготовки, що використовують сучасне озброєння та військове спорядження, а також на розгляд актуальних методик, зокрема застосування інтерактивних тренажерів, симуляцій бойових дій, а також залучення фахівців із військовим досвідом для підвищення практичних навичок поліцейських для виконання службово-бойових завдань в умовах воєнного стану. The article examines the peculiarities of police firearms training under martial law. Changes in the security situation and escalation of hostilities require improvement of police firearms training to ensure an adequate level of protection of public order and safety of the population. The study focuses on the key aspects that affect the quality of training: the regulatory framework, special tactical and firearms training, adaptation of curricula and regular training in conditions close to real combat situations. The article focuses on the issues of police training with due regard to the specifics of wartime, such as increased intensity of training, psychological stability and physical endurance. The article is aimed at analysing the latest training methods that use modern weapons and military equipment, as well as at considering current methods, including the use of interactive simulators, combat simulations, and the involvement of specialists with military experience to improve the practical skills of law enforcement officers. The results of the study demonstrate that the effectiveness of police firearms training in wartime depends on the adaptation of curricula to the realities of combat operations, the use of interactive simulations, the improvement of physical and psychological training methods, and the provision of modern equipment to police officers. In particular, the emphasis is placed on the importance of integrating methods that simulate extreme conditions and involving specialists with combat experience. It is found that the main problems are related to the imperfection of curricula, insufficient funding for innovative equipment, and difficulties in organising exercises in crisis conditions. Prospects for the study include further development of effective training programmes that take into account the realities of martial law, introduction of the latest technologies, such as simulators and interactive trainers, and improvement of interagency cooperation. Particular attention should be paid to comprehensive police training that combines physical endurance, psychological resilience and technical skills with weapons. Further research should also focus on optimising costs and organising the training process in conditions of limited resources.
