Адміністративно-правове регулювання професійної діяльності журналістів та гарантій їх діяльності

Abstract

Досліджено актуальні питання адміністративно-правового регулювання професійної діяльності журналістів та гарантій їхньої діяльності. Наголошено на важливій ролі журналіста в сучасному суспільстві, зокрема у висвітленні ним подій військової агресії проти України. Визначено сутність адміністративно-правового регулювання професійної діяльності журналістів та гарантій їхньої діяльності, для забезпечення якого є цілий масив нормативно-правових актів (як національних, так і міжнародних), що регулюють особливості професійної діяльності журналіста та гарантії його діяльності. Визначено сучасні права та обов’язки журналіста, можливості щодо публікації інформації, а також окреслено гарантії діяльності журналіста; зроблено висновок про необхідність перегляду та удосконалення останніх. The pressing questions of the legal adjusting of professional activity of journalists and their guarantees are investigational in the article. It is marked the important role of journalist in modern society, in particular and illumination to them of events of military aggression against Ukraine. Essence of the legal adjusting of professional activity of journalists and their guarantees is certain, under that the whole array of normatively-legal understands act (both national and international), that regulate the features of professional activity of journalist, their guarantee. The list of the legal adjusting of professional activity of journalists and their guarantees is outlined fold. The found out modern right and duties and possibilities journalist are in relation to the publications of information. The administrative and legal regulation of the professional activity of journalists and their guarantees includes the following normative legal acts: the Constitution of Ukraine, the Laws of Ukraine «On Media», «On Information», «On State Support of the Media, Guarantees of Professional Activity and Social Protection of Journalists», Explanation of the Ministry of Justice of Ukraine «Legal principles of the activities of journalists in Ukraine», Recommendations of the Committee of Ministers of the Council of Europe «On the protection of journalists in conditions of conflict and pressure», etc. It has been established that the journalist is endowed with legal, professional and social guarantees that are currently outdated and require further adjustment. The issue of guarantees of the journalist’s professional activity is quite comprehensive, and therefore requires a separate scientific study. Certain guarantees of activity of journalist and drawn conclusion about the necessity of their revision and improvement.
