Організаційно-правові засади взаємодії суб’єктів забезпечення безпеки дорожнього руху

Abstract

Дисертацію присвячено дослідженню організаційно-правових засад взаємодії суб’єктів забезпечення безпеки дорожнього руху. Проаналізовано законодавчі акти, які встановлюють ознаки діяльності щодо забезпечення безпеки дорожнього руху. Визначено поняття взаємодії та координації суб’єктів забезпечення безпеки дорожнього руху. Запропоновано правову дефініцію механізму адміністративно-правового регулювання взаємодії суб’єктів забезпечення безпеки дорожнього руху. Розглянуто адміністративно-правові статуси провідних суб’єктів забезпечення безпеки дорожнього руху; охарактеризовано основні напрями їх взаємодії у формах адміністративно-процедурної та адміністративно-юрисдикційної діяльності. Сформульовано пріоритетні шляхи удосконалення взаємодії суб’єктів забезпечення безпеки дорожнього руху. В якості одного з таких напрямів обґрунтовано доцільність запровадження нових автоматизованих інформаційних систем. Окреслено шляхи удосконалення взаємодії суб’єктів забезпечення безпеки дорожнього руху за особливих умов функціонування системи автомобільного транспорту.The dissertation is devoted to research organizational-legal bases of cooperation of subjects providing the road safety. Legislative acts which set the signs of activity in providing the road safety are analyzed. The concepts of cooperation and co-ordination of subjects providing the road safety are certain. Legal definition of mechanism of the administrative-legal adjusting of cooperation of subjects providing the road safety is offered. Administrative-legal statuses of leading subjects providing the road safety are considered, basic20 directions of their co-operation are described in the forms of administrativeprocedural and administrative-jurisdiction activity. The priority ways of improvement the co-operation of subjects providing the road safety are formulated. As one of such directions expedience of introduction of new automated information systems is grounded.
