Теоретико-правова характеристика форм громадського контролю за діяльністю органів місцевого самоврядування

Abstract

Досліджено форми громадського контролю у сфері місцевого самоврядування. Проаналізовано правове забезпечення та особливості реалізації форм громадського контролю. Запропоновано шляхи удосконалення форм громадського контролю в Україні.

The article investigates the forms of public control in the field of local self-government. Local self-government is a system under which the people of a locality possess certain responsibility of public local affairs, and the raising of money to meet their expenses. Local self-government bodies are accountable to their voters and to the state. The institutions of local self-government have to follow the Constitution and the laws both in enacting legal acts and in their daily work. The author analyzes the legal regulation of the forms and features of realization of public control. The ways of improvement of forms of public control in Ukraine are offered. The author improved the approach of interaction of public authorities and local self-government by introducing changes to the legal and regulatory framework. The choice of optimal variant is grounded with formulation of positions for the improvement of legislation.
