Оперативно-розшукове забезпечення службово-бойової діяльності Національної поліції під час виникнення кризових ситуацій, що загрожують національній безпеці: постановка проблеми

Abstract

На основі аналізу нормативно-правового забезпечення службово-бойової діяльності Національної поліції, стратегічних рішень щодо сектора безпеки та оборони держави розглянуто об’єкт, предмет та основні завдання дослідження оперативно-розшукового забезпечення службово-бойової діяльності Національної поліції під час виникнення кризових ситуацій, що загрожують національній безпеці.

Based on the analysis of the regulatory and legal support for the military service of the National Police and strategic decisions on the security and defense sector of the state, the article examined the object, subject and main tasks of the investigation of the operational and search support of the National Police's operational and combat activities in the event of crisis situations threatening national security. A connection has been established between the problem of development and the operational and search support for the military service of the National Police in the event of crisis situations that threaten national security with a general problem of inefficiency in the national security system of Ukraine. It is stated that the operational and search support of the combat service of the National Police should increase its ability to ensure the protection of human rights and freedoms, counter crime, maintain public safety and order, and provide support to the National Police for joint operations in crisis situations, threaten national security and in a special period. It is concluded that the development of the National Police of Ukraine should be carried out within the framework of reforming the law enforcement system on the basis of available approved doctrines, concepts and strategies, and analysis of the accumulated domestic and positive foreign experience of the subjects of national security provision. To do this, the dissertation research should focus on: the definition of the general theoretical basis for comprehensive provision of the combat service of the National Police; the establishment of the role and place of operative-search support in the organization of the military service of the National Police; an analysis of the regulatory and legal foundations of the operational and search support for the military service of the National Police; disclosure of the essence of regulatory and legal regulation of the forms of operational search for the servicemen's combat activities of the National Police; determination of the regulatory and legal regulation of the methods of operative-search support of the military service of the National Police; research of the regulatory and legal regulation of the means of operative-search support of the military service of the National Police; development of proposals on optimizing the interaction of bodies and units of the National Police in crisis situations that threaten national security; the establishment and scientific substantiation of ways to improve the operational and search support for the military service of the National Police.
