Генезис наукового забезпечення впровадження системи оцінки SOCTA в діяльності Національної поліції України

Abstract

Організована злочинність вважається мінливим та гнучким явищем. Такі переваги глобалізації, як більш легкий і швидкий зв’язок, рух фінансів та міжнародні поїздки, також створили можливості для процвітання, диверсифікації та розширення діяльності транснаціональних організованих груп та злочинних організацій. Традиційні регіональні організовані групи еволюціонували або були частково замінені на дрібніші та гнучкіші мережі з філіями у кількох юрисдикціях. Метою статті є визначення стану наукової розробленості проблем оцінювання загроз організованої злочинності та тяжких злочинів відповідно до системи оцінки SOCTA Україна, а також впровадження останньої у діяльність підрозділів Національної поліції України. Встановлено, що в Україні питання розробки системи оцінки ризиків та загроз організованої злочинності досліджувалися фрагментарно, на рівні окремих наукових розвідок вітчизняних кримінологів, криміналістів, соціологів. Найбільш ефективних результатів у впровадженні вказаної системи в Україні досягли науковці та практики Державної прикордонної служби України, результати роботи яких застосовано у діяльність підрозділів вказаної служби. Триває робота щодо розробки національної системи оцінки SOCTA та її впровадження у діяльність підрозділів Національної поліції. Реалізація низки заходів у законодавчій площині, проведення ґрунтовних наукових досліджень із питань імплементації європейської моделі методології SOCTA сприятиме підвищенню ефективності та результативності діяльності центральних органів виконавчої влади щодо протидії злочинності, насамперед, організованим її формам. Organized crime is considered a changing and flexible phenomenon. The advantages of globalization, such as easier and faster communication, the movement of finance and international travel, have also created opportunities for the prosperity, diversification and expansion of activities of transnational organized groups and criminal organizations. Traditional regional organized groups have evolved or been partially replaced by smaller and more flexible networks with branches in several jurisdictions. The purpose of the article is to determine the state of scientific development of the problems of assessing the threats of organized crime and serious crimes in accordance with the SOCTA Ukraine assessment system, as well as its implementation in the activities of the National Police of Ukraine. It was established that in Ukraine the issue of developing a system for assessing the risks and threats of organized crime was investigated fragmentarily, at the level of separate scientific investigations of domestic criminologists, criminologists, and sociologists. The most effective results in the implementation of the specified system in Ukraine were achieved by scientists and practitioners of the State Border Service of Ukraine, the results of whose work were implemented in the activities of the units of the specified service. Work continues on the development of the national SOCTA assessment system and its implementation in the activities of the National Police units. An important and positive aspect in this is defined as: 1) information and analytical support for the implementation of SOCTA s threat assessment system for organized crime and serious crimes; 2) training of specialists of analytical units in the use of the SOCTA-Ukraine assessment system; 3) creation of working groups on the basis of the central apparatus and GUNP in regions (cities) for processing and inputting information to the IP SOCTA (police) ; 4) carrying out an assessment of the threats of organized crime and serious crimes and preparing a corresponding threat assessment project
