Взаємодія органів публічної влади та інститутів громадянського суспільства в контексті забезпечення прав внутрішньо переміщених осіб

Abstract

Розкрито особливості взаємодії органів публічної влади та інститутів громадянського суспільства в контексті забезпечення прав внутрішньо переміщених осіб. Визначено, що партнерство органів публічної влади та інститутів громадянського суспільства в контексті забезпечення прав та свобод внутрішньо переміщених сприятиме, зокрема, оперативності виявлення недоліків у функціонуванні органів публічної влади у сфері забезпечення прав та інтересів окреслених категорій осіб; удосконаленню нормативно-правової бази; системному здійсненню громадського контролю та моніторингу реалізації державної та місцевої політики у сфері забезпечення прав внутрішньо переміщених осіб тощо. The article reveals the peculiarities of interaction between public authorities and civil society institutions in the context of ensuring the rights of internally displaced persons. It is emphasized that modern states cannot fully and comprehensively develop without the participation of civil society institutions. Civil society is an important actor in overcoming social disorder. An important task for increasing the effectiveness of the functioning of civil society institutions is to establish coordination between them and public authorities. The lack of such coordination in ensuring the rights of internally displaced persons leads to duplication and, as a result, imbalance of assistance to the relevant category of persons. It was emphasized that the issue of interaction between public organizations and mass media requires special attention. In order to increase the effectiveness of the work of civil society institutions, public authorities should help introduce strategic planning and scaling skills into the activities of the former. It was emphasized that it is worth focusing attention on ensuring coordination between various public organizations at the regional and interregional levels. Institutions of civil society can be rightly positioned as subjects of the development of a democratic, legal, social state, as well as guarantors of the implementation of the principle of the rule of law and other principles of law in the state. It was determined that the partnership of public authorities and institutions of civil society in the context of ensuring the rights and freedoms of internally displaced persons will contribute, in particular, to the efficiency of identifying shortcomings in the functioning of public authorities in the field of ensuring the rights and interests of defined categories of persons; improvement of the legal framework; systematic implementation of public control and monitoring of the implementation of state and local policies in the field of ensuring the rights of internally displaced persons, etc.
