Мета та завдання громадського контролю за діяльністю Національної поліції України

Abstract

У статті йдеться про погляди дослідників на основну мету, завдання та цілі громадського контролю за діяльністю Національної поліції України. Розглядаються теоретичні напрацювання дослідників щодо визначення поняття контролю та нагляду, а також основної мети контролю за діяльністю органів виконавчої влади. Висвітлюються питання змісту громадського контролю загалом, громадського контролю за діяльністю Національної поліції України. Зауважується, що громадський контроль за діяльністю Національної поліції України має на меті знаходити не лише певні відхилення та негативні явища, а й позитивні досягнення, він передбачає пізнання сутності відхилень та причин, які до них ведуть. Підсумовується, що метою громадського контролю за діяльністю Національної поліції України є недопущення конфліктів між державою та суспільством шляхом їх взаємодії, попередження відхилень у діяльності працівників поліції від служіння інтересам суспільства і громадян. The article discusses the views of researchers on the main goal, tasks and objectives of public control over the activities of the National Police of Ukraine. The theoretical developments of researchers on the definition of the concept of control and supervision, as well as the main goal of control over the activities of executive bodies are considered. The issues of the content of public control in general, public control over the activities of law enforcement agencies, the National Police of Ukraine are highlighted. It is noted that public control over the activities of the National Police of Ukraine is aimed at finding not only certain deviations and negative phenomena, but also positive achievements, it involves understanding the essence of deviations and the reasons that lead to them. Attention is drawn to the fact that public control requires a high level of legal awareness of citizens, without which it is impossible, in fact, to build a civil society with effective institutions of its own, which would serve as a guarantee of the development of democratic state institutions, for every citizen it is important to be aware of the rule of law, a democratic legal state as a significant value that must be protected. Therefore, public control over the activities of the National Police of Ukraine still plays an important role in the development of civil society and its institutions. It is summarized that the purpose of public control over the activities of the National Police of Ukraine is to prevent conflicts between the state and society through their interaction, to prevent deviations in the activities of police officers from serving the interests of society and citizens. The following are identified among the main tasks of public control over police activities: informing community representatives about the activities of the National Police of Ukraine; increasing the effectiveness of police activities through interaction with community representatives, thus determining the needs of the community; increasing the level of public trust in representatives of the National Police of Ukraine; ensuring compliance with the principle of legality in the activities of the National Police of Ukraine.
