Інституційне забезпечення формування й реалізації синергетичного потенціалу територіальних громад

Abstract

У статті досліджено інституційне забезпечення формування й реалізації синергетичного потенціалу територіальних громад у контексті сучасних трансформацій публічного управління в Україні. На основі міждисциплінарного підходу проаналізовано природу синергетичних процесів у громадському секторі, їх роль у розвитку територій і підвищенні ефективності управлінських рішень. Показано, що ключовою умовою успішного функціонування об’єднаних громад є здатність інституцій формувати середовище для взаємодії, довіри, партнерства й обміну ресурсами. Розглянуто приклади впровадження синергетичних моделей у різних регіонах України, зокрема в Запорізькій, Дніпропетровській, Львівській, Волинській. Автори наукового дослідження довели, що в умовах децентралізації інституційне забезпечення синергетичних процесів має бути гнучким, багаторівневим і зорієнтованим на сталість. Акцент зроблено на інституціях міжмуніципального співробітництва, агенціях місцевого розвитку, хабах стратегічного планування, а також цифрових платформах, які сприяють формуванню синергетичного ефекту. У статті висвітлено приклади успішної кооперації між громадами у сферах освіти, охорони здоров’я, управління відходами, водопостачання й розвитку туризму. Результати дослідження можуть використати органи місцевого самоврядування, розробники політик, громадські об’єднання й міжнародні організації, які підтримують розвиток громад в Україні. The article examines the institutional support for the formation and implementation of the synergistic potential of territorial communities in the context of modern transformations of public administration in Ukraine. Based on an interdisciplinary approach, the nature of synergistic processes in the public sector, their role in the development of territories and increasing the efficiency of management decisions, is analyzed. It is shown that the key condition for the successful functioning of united communities is the ability of institutions to form an environment for interaction, trust, partnership and exchange of resources. Examples of the implementation of synergistic models in different regions of Ukraine, in particular in Zaporizhia, Dnipropetrovsk, Lviv, Volyn, are considered. The authors of this scientific study have proven that in the context of decentralization, the institutional support for synergistic processes should be flexible, multi-level and oriented towards sustainability. The emphasis is placed on institutions of intermunicipal cooperation, local development agencies, strategic planning hubs, as well as digital platforms that contribute to the formation of a synergistic effect. The article highlights examples of successful cooperation between communities in the fields of education, healthcare, waste management, water supply and tourism development. The results of this study can be used by local governments, policy makers, public associations and international organizations that support community development in Ukraine.
