Адміністративно-правові засади підготовки майбутніх фахівців правоохоронної діяльності до використання безпілотних літальних апаратів

Abstract

На основі аналізу чинних стратегічних правових актах вказано, що у зазначених актах, які визначають подальший розвиток правоохоронних органів та підготовку кадрів для них, не достатньо уваги приділено аспекту впровадження практики використання БПЛА у правоохоронній діяльності, охороні кордону тощо, а також політики підготовки здобувачів вищої освіти у закладах вищої освіти із специфічними умовами навчання, які готують кадри для органів системи МВС. Пропонується розроблення та впровадження Концепції використання БПЛА у діяльності правоохоронних органів, яка передбачатиме завдання із аналізу можливостей застосування БПЛА у діяльності правоохоронних органів та органів МВС України, обов’язкове впровадження у закладах вищої освіти із специфічними умовами навчання, які готують кадри для органів системи МВС України, обов’язкового елементу освітніх програм підготовки здобувачів вищої освіти із використання БПЛА, необхідність вивчення іноземних мов операторами БПЛА задля розширення можливостей застосування іноземної техніки, яка входить до безпілотної авіаційної системи, іноземної авіаційної термінології. The study discusses the prospects for the use of unmanned aerial vehicles in law enforcement activities and the need to train UAV operators in accordance with these needs in higher education institutions with specific training conditions that train personnel for the bodies of the Ministry of Internal Affairs of Ukraine. It is noted that in the issue of training UAV operators, the main attention in modern conditions is paid to military affairs, in turn, the use of UAVs in law enforcement activities has its own specifics, the training of UAV operators for law enforcement activities must take into account the tasks that are faced by the bodies of the Ministry of Internal Affairs of Ukraine, for example, the State Border Service of Ukraine or the National Police of Ukraine and other law enforcement agencies. Based on the analysis of current strategic legal acts, it is indicated that the above acts, which determine the further development of law enforcement agencies and the training of personnel for them, do not pay enough attention to the aspect of implementing the practice of using UAVs in law enforcement activities, border protection, etc., as well as the policy of training higher education applicants in higher education institutions with specific training conditions that train personnel for the Ministry of Internal Affairs. It is proposed to develop and implement the Concept of the use of UAVs in the activities of law enforcement agencies, which will provide for the task of analyzing the possibilities of using UAVs in the activities of law enforcement agencies and the Ministry of Internal Affairs of Ukraine, and the mandatory implementation of a mandatory element of educational programs for training higher education applicants in the use of UAVs in higher education institutions with specific training conditions that train personnel for the Ministry of Internal Affairs of Ukraine. It is also proposed to pay attention to the increased emphasis on studying foreign languages by UAV operators in order to expand the possibilities of using foreign equipment that is part of the unmanned aircraft system, and foreign aviation terminology.
