Реалізація ветеранської політики: досвід США

Abstract

Зазначено, що реінтеграція ветеранів у суспільство є одним із найбільших викликів, із якими стикається Україна в результаті російсько-української війни. Успішна реінтеграція ветеранів має вирішальне значення для соціальної стабільності, економічного розвитку та національної безпеки. Розглянуто американську систему реінтеграції ветеранів, що охоплює соціальні, економічні, медичні та психологічні заходи, спрямовані на сприяння поверненню військовослужбовців та ветеранів до цивільного життя. Військові соціальні працівники надають професійну підтримку військовослужбовцям усіх рангів, ветеранам війни та їхнім сім’ям. Акцентовано на важливості врахування досвіду інших країн та інтегрування його у вітчизняну практику – це є необхідним для того, щоб такі цінності, як честь і гідність, патріотизм та любов до країни, виражені ветеранами війни, стали одними з найважливіших цінностей сучасного українського суспільства. This article demonstrates that the reintegration of veterans into society is one of the greatest challenges facing Ukraine following the russian-Ukrainian war. Successful reintegration of veterans is crucial for social stability, economic development, and national security. The experience of the United States with its long-standing veterans support system serves as a valuable example that can be analyzed and adapted to Ukrainian society. The article examines the American system of veteran reintegration, which encompasses social, economic, medical, and psychological measures aimed at facilitating the return of servicemembers and veterans to civilian life. Military social workers provide professional support to servicemembers of all ranks, war veterans, and their families. Furthermore, the article analyzes how the existing veteran social welfare system operates independently of general population social programs and how it is systematically structured. It addresses the key principles of veteran reintegration in the United States, mechanisms to promote entrepreneurship, incentives for employers to hire veterans, and cross-sector partnerships. Particular attention is paid to the analysis of the regulatory and legal framework for programs such as the Work Opportunity Tax Credit (WOTC) and workplace adaptations for veterans with disabilities. Problems within the Ukrainian reintegration system have been identified, including insufficient financial support, limited access to education, psychological barriers, lack of information, and uneven regional development. The reintegration of veterans into society is one of Ukraine’s key challenges. Successful adaptation is crucial for combat veterans and ensures social stability, economic development, and national security. It has been suggested that U.S. practices, particularly in the area of business support, could serve as a foundation for increasing economic activity and improving the quality of life for Ukrainian veterans.
