Особливості оперативно-розшукового запобігання економічним злочинам в агропромисловому комплексі України

Abstract

Розглянуто сучасні проблеми та особливості оперативно-розшукового запобігання економічним злочинам в агропромисловому комплексі України. Наголошується, про те що для побудови сучасної моделі оперативно-розшукового запобігання економічним злочинам в АПК України, необхідно вирішити низку завдань: розкрити сутність криміналізації економічних відносин в аграрній сфері; виявити особливості функціонування об’єктів аграрного сектору у сучасних соціально-економічних відносинах й визначити основні фактори його криміналізації; виділити основні види економічних злочинів в зазначеній сфері; визначити на основі оцінки сучасного стану економічної злочинності в АПК: характер, тенденції й динаміку її розвитку; здійснити порівняльний аналіз економічної злочинності в досліджуваній сфері в різних регіонах України; розглянути сучасний механізм протидії економічної злочинності в АПК й виділити його недоліки; сформувати організаційно-економічні заходи протидії економічній злочинності в АПК; запропонувати підходи щодо вдосконалення діяльності органів та підрозділів Національної поліції в системі протидії економічній злочинності в АПК України.

The modern problems and peculiarities of operational-search prevention of economic crimes in the agro-industrial complex of Ukraine are considered. It is emphasized that in order to construct a modern model of operational-search prevention of economic crimes in the agroindustrial complex of Ukraine, it is necessary to solve a number of problems: - to reveal the essence of the criminalization of economic relations in the agrarian sector; - to identify features of the functioning of the agrarian sector in modern socio-economic relations and to identify the main factors of its criminalization; - to identify the main types of economic crimes in this area; - to determine, on the basis of evaluation of the current state of economic crime in the agroindustrial complex: the nature, trends and dynamics of its development; - to conduct a comparative analysis of economic crime in the investigated sphere in different regions of Ukraine; - to consider the modern mechanism of combating economic crime in the AIC and to highlight its shortcomings; - to form organizational and economic measures to combat economic crime in the agroindustrial complex; - to propose approaches to improve the activities of the bodies and units of the National Police in the system of combating economic crime in the AIC of Ukraine.
