Abstract: Акцентовано увагу на втручанні за допомогою Штучного Інтелекту в сферу кіберпростору, з метою його контролю та регуляції, яке неухильно прокладає шлях до утворення нової форми антидемократичного режиму – цифрового тоталітаризму. Розглянуто цифровий тоталітаризм, як недемократичну форму державного (політичного) режиму та його особливості в сучасних умовах. Зосереджено увагу на передумовах, причинах, методах та засобах цифрового тоталітаризму. Розкрито суб’єкти, об’єкти та предмет цифрового тоталітарного контролю. Визначено наслідки та прояви цифрового тоталітаризму як різновиду недемократичного політичного режиму. Тhe article considers digital totalitarianism as an undemocratic form of state (political) regime and its peculiarities in modern conditions. The author focuses on the preconditions, causes, methods and means of digital totalitarianism. The consequences and manifestations of digital totalitarianism as a type of undemocratic political regime are determined. The non-linear development of digital technologies, their monopolization, the Internet and the use of Artificial Intelligence are significantly changing the paradigm of modern social relations. Neural networks and electronic means that improve human life and provide unconditional advantages in free communication, at the same time open up a wide range of technological possibilities for controlling people, all kinds of abuses, direct violations of rights and freedoms, both in the context of abuse of state regulation of the media space and in the context of managing a person’s behavior, influencing their political views, public interests and consumer preferences. Interference with the use of Artificial Intelligence in the sphere of cyberspace in order to control and regulate it is steadily paving the way for the formation of a new form of anti-democratic regime – digital totalitarianism. The purpose of this paper is to try to identify the features of digital totalitarianism as an undemocratic form of political regime in modern conditions. The prerequisites for digital totalitarian control are: – formation and development of a networked digital society; – the emergence of opportunities for the global use of monitoring, surveillance and communication control technologies, in public places and institutions, social networks, and the Internet; – development of technological tools with built-in systems for reading relevant information using Artificial Intelligence – clear structure of operating and other file systems of Artificial Intelligence with the ability to selfcontrol. The peculiarity of a person in a digital society as an object of totalitarian control is likely to be: fragmented consumer thinking due to dependence on gadgets and the Internet, internal readiness to delegate to Artificial Intelligence the right to make important decisions in a wide range of industries, trust in the impartiality and objectivity of the results of such decisions. Consequences and manifestations of digital totalitarian control: – use of the Internet to search for and suppress opposition political views; – use of the Internet to search for and eliminate cases of criticism of ruling political figures, even at the level of memes; – creation and maintenance of control over political interests; – creating and maintaining control over consumer interests; – development and application of programs such as social credit of trust to the population; – control and accounting of user activity in social networks; – electoral fraud during the electoral process through digital means; Conclusions. Undoubtedly, smart democracy can be considered the antithesis of digital totalitarianism as a form of democracy that, with the help of the Internet, smart devices and the capabilities of Artificial Intelligence, provides a fundamentally new level of citizen participation in government. Unfortunately, based on the steady growth of the consequences and manifestations of digital totalitarian control both within individual states prone to the development of a totalitarian society and at the global level, smart democracy as a new political regime remains at the level of a utopian project.
