Взаємодія державних органів у територіальних громадах щодо забезпечення громадського порядку та громадської безпеки

Abstract

Досліджено перспективні напрями взаємодії державних органів у територіальних громадах щодо забезпечення публічного порядку та публічної безпеки. Встановлено, що загальні засади реалізації державної політики у сфері забезпечення громадського порядку та безпеки визначені на державному рівні та є підставою для подальшого їх впровадження на місцях. У змісті Стратегії громадської безпеки та цивільного захисту України виділено напрям посилення спроможностей сил і засобів громадської безпеки та цивільного захисту як основний. Наголошено, що запровадження моніторингу та оцінки результативності виконання Стратегії громадської безпеки та цивільного захисту України на місцевому рівні може бути підставою для подальшого розроблення та виконання державних програм реалізації державної політики у сферах громадської безпеки та цивільного захисту, підтримання готовності сил та засобів до виконання завдань за призначенням. Акцентовано на пріоритетності профілактики під час забезпечення громадського порядку та безпеки. Спираючись на цей підхід, запропоновано конкретні напрями взаємодії державних адміністрацій, територіальних підрозділів Національної поліції, громадськості та освітніх закладів системи МВС України в територіальних громадах: організація додаткового несення служби щодо охорони громадського порядку та безпеки; просвітницька робота; проведення соціологічних досліджень; проведення спільних наукових заходів; проведення спільних наукових досліджень; нормотворча діяльність. З’ясовано, що розвиток альтернативних способів взаємодії суб’єктів у вказаній сфері в громадах сприятиме підвищенню рівня безпеки держави в цілому. Зроблено висновок, що взаємодія державних органів у сфері забезпечення громадського порядку та безпеки в територіальних громадах відбувається на договірних засадах, нормативно закріплених. The scientific article is devoted to the prospective directions of interaction of state bodies in territorial communities regarding the provision of public order and public safety. It was established that the general principles of the implementation of state policy in the sphere of public order and security are determined at the state level and are the basis for their further implementation on the ground. As the main one, the content of the Strategy of Public Security and Civil Defense of Ukraine highlights the direction of strengthening the capabilities of forces and means of public security and civil defense. It was emphasized that the introduction of monitoring and evaluation of the effectiveness of the implementation of the Strategy of Public Safety and Civil Protection of Ukraine at the local level can be the basis for further development and implementation of state programs for the implementation of state policy in the areas of public safety and civil protection, maintaining the readiness of forces and means to perform assigned tasks. The author focuses on the professionalism of prevention while ensuring public order and security. Based on this approach, we propose specific areas of interaction between state administrations, territorial units of the National Police, the public and educational institutions of the Ministry of Internal Affairs of Ukraine in territorial communities: organization of additional deployment of public order and security services; educational work; conducting sociological research; conducting joint scientific events; conducting joint scientific research; regulatory activity. It was found that the development of alternative methods of interaction of subjects in the specified sphere in communities will contribute to increasing the level of security of the state as a whole. It was concluded that the interaction of state bodies in the sphere of ensuring public order and security in territorial communities takes place on the basis of contractual agreements established by regulations.
