Abstract: Проаналізовано зміст терміна «правопорядок» та його співвідношення з термінами «громадський порядок» та «громадська безпека». Обґрунтовано висновок, що правопорядок охоплює собою громадський порядок та громадську безпеку, однак не обмежується ними.
It is stated that the term "rule of law" is actively used in normative-legal acts, namely, in the Constitution of Ukraine, the Code of Ukraine on Administrative Offenses, the Law of Ukraine "On the National Guard of Ukraine". It is also stated that the term rule of law is used in scientific works and even is the basis for a separate scientific specialty. 21.07.05 - "Service and combat activity of the law enforcement forces". In addition, the term "rule of law" is also used in a journalistic style. It is stated that being used in the legislation and quite common in the journalistic style, the term rule of law has no definition in the law. The linguistic understanding of the term "rule of law" is studied, according to which the term "public order" is regulated by law, law. It was found out that in scientific literature for the first time the term "rule of law" appears in the middle of the 19th century in the work of IA Ilyin "About the monarchy and the republic". Works of M.I. Privezentsev, A.F. Kryzhanivsky Investigate the definition of the term rule of law in the theory of law. It is stated that despite certain stylistic and even meaningful differences in the definition of the term "rule of law", the authors hold a single position, according to which the rule of law is the state of compliance with the requirements of all normative legal acts by the participants of social relations, and not a certain part of them. On the basis of a critical understanding of the proposals, understanding the term of the law and order as a narrower than public order, and the notion of public order - more narrow than public security, argues that the term "rule of law" should be understood as the state of observance of all norms of law, and the meaning of this term covers and public order and public safety.
The article identifies some problems related to the definition of radiation safety, the concept of radioactive materials and substances, the scope of their use. It gives a general idea of radiation and its harmful effects on the human body. Security is considered in the transport of radioactive materials and priority measures for the commission of road accidents, which may result in radiation exposure to police officers. Also, various types of radiation reconnaissance devices and their purpose have been considered with a view to ensuring the personal safety of the National Police officers at the scene of crimes related to the use of radioactive materials.
